Everything considered, Avalon's Casino Point via the Catalina ferry would probably be the greatest overall experience. As an alternative, you could do a beach dive in Malibu, which is relatively close to Santa Monica. The only question in my mind is that I'm not remembering seeing garibaldi frequently there. I've definitely seen them often in Laguna Beach and Palos Verdes, but these are longer drives and you may as well consider Avalon, where they would be a sure bet.
