Can anyone name any other industry that gets to disgard their unwanted equipment anywhere they want? EVERY net should be accounted for, and if they lose one they should be responsible for its recovery under penalty of law!

Why does the commercial fishing industry get special priveleges that no other industry gets? Could you imagine a building contractor just leaving all the scrap and refuse out in the street when they were through building??

What's the difference?
