The Oregon coast has wind-driven upwellings similar to what we see in SoCal. The winds have increased in the last decade off of Oregon and so has the nutrient upwelling and hence the planktonic bloom. With the bait fish depleted most of this plnakton is not taken up into the food chain and rots on the sea floor in the most productive depths. What you are describing here is a very real possibility - its hardly a stretch. Jim
