My career has kept me from enjoying scuba diving much of time. I want to catch up. when I retire. Where is the best quality of life for a retired diver. I am 55 now and do not want to want till I am in my 60's.

Must have good and easy shore diving.

Cost of Living - rules out Southern California.

Reasonable health care

Stable political atmosphere

English speaking
