Costa Rica is a fabulous place that allows foreigners to own, although there may be more limitations on beach property. You only have to prove $600 per month income. There is a large US retiree population there because it is so attractive. Many people speak English.

Don't know if it's changed in the last few years, but when we started looking, it was quite attractive.
