This is a huge and complex problem. That involves numerous special interest groups. Water flows from the Sierra Mountains. Once it hits the valley it. It is divided among many water districts. Who divide it among countless farmers. Who feed the rest of the state. The San Jonquin River pretty much just disappears due to allocated water.

The problem goes far beyound this. So many special interest groups. That do not look at the big picture. The farmers, commercial fishery, recreation fishery, over population of seals, lack of planning on dams, industrial pollution, etc. Every one saw this problem coming long ago and did little to stop it. Avoiding this problem would have been easier than trying to fix it. Good Luck
