Try the Spectre out of Ventura to Anacapa Island - let Capt. Ted know you want to dive with them and he'll make an effort to get you to the rookery. Otherwise, Santa Barbara Island is pretty good - look for one of the LA boat trips to it (Great Escape).

When you dive with them, be sure to make as much movement as possible - they get bored and will leave if you're not playing with them. Just watch out if there is a big bull in the water. Most are juvenile or female and they will play until you run out of air on a good day.
