Be very careful to make sure you know what ALL the costs are up
front. I was certified though a local adult ed progam. The program
cost included the class room and pool work. It did not include:

Your personal gear (mask, fins, snorkel, booties, gloves)
SCUBA gear for the ocean weekends (tanks, BC, weights, wetsuit)
Certification fee (to the certifying agency)
Instruction fee for the ocean weekends.

(did I miss anything?)

Now, this list should be applied to any certifcation: public
school, dive shop, university, independent instructor.
