I did PADI OW up here at Gerstle and they did compass.
Every class I helped with and interned for did compass and a friend of mine who teaches Naui does compass all for OW.
For the last dive dive (4th) for the students they let them navigate back to the beach with their buddy after doing their skills.
Maybe Monterey's different?
