"As SOON as you get out of the water get to a safe spot" may not be
good enough. There was a fellow on ba_diving who dove one of those
spots where you let the wave splatter you on the cliff and scramble
up, and got cited (by the sheriff, not DFG) when he stopped at the
top of the cliff to tag the ab.
