No one can stop any certified diver from signing up on any boat, whether open or shop-chartered. But my experience is that some boats attract a more experienced clientele for their open boats.

(Wait a minute ... did someone say, don't feed the troll? :-) Like Ross says, mods can feel free to lose this whole discussion as far as I'm concerned.)
