Here's the problem: some kids are mature at 13, many adults are not mature at ANY age. Scuba should be a program of attraction and not promotion. I think it's okay to have a very basic intro to scuba sans official certification; sort of a learners permit, limited to no more than 30 fsw with either an experienced instructor or dive master, and NEVER TO 90 FEET. That is totally irresponsible on the part of the resort venue.
Bottom line for tropical resorts: follow the money.
