Abandoned Lobster traps

We ran into an abandoned Lobster trap at White's Point full of 8-10 lobster a week or so back. I think it was abandoned because it was wedged under a rock and had no line and float. How can I tell if a commercial fisherman will come back for it? What should I have done? Thanks,Scott
