If you read the actual reg (it was attached to the CG appropriations
bill in about 1993) it looks like some congressman's brother-in-law
got popped by the coasties. The current regs are pretty sensible.

My personal definition of "expenses of the voyage" are "expenses
that I wouldn't have had if I'd stayed home and watched TV". They
don't include monthly stuff like slip/storage fees but do include towing
expenses, launching, parking, gas, oil, fraction of 100 hour
services, etc.
