It was 1993. My 1996 edition of Chapman, page 53, says:

"Until 1993, there was considerable ambiguity over exactly who was
a paying passenger and who was simply a guest politely offering to
share the cost of a day on the water. New definitions published
in Congressional Record S-16963 clarified the situation with
unambiguous definitions."

Chapman then goes on to give those definitions, which match what
was discussed above, particularly, that a voluntary sharing of
the actual expenses of the voyage is not "consideration"
