Actually Patrick, there is nothing specious about my comment. A few sparsely dispersed ships won't take the place of a large kelp ecosystem and there are no studies to support that it ever could. The kelp was in most of these locations you mentioned long before the wrecks. To link the arrival of the kelp to the wrecks is what's specious here.

The design of this new artificial reef was conducted over a period of years to determine the best method to grow kelp in areas where it did not previously exist and was rated by all involved to be the best hope in terms of creating a successful reef. You are correct that there are no guarantees but in life there never is.
