I wouldn't stress too much over the choice of ops -- I've dived with Dive Makai in Kona, but I got the impression that most of the companies are good and offer comparable packages.

You ought to make a point of doing one of the night dives with manta rays. Since various operators go out on different nights, their schedules for this dive could be an influence in deciding who to go with.
