The "him" is almost surely a "her". They are getting ready to breed this time of the year and the females (generally larger) will often be followed by several males waiting for the opportunity to fertilize the eggs when she spawns. I have no idea what the Spector calls the "Garden Spot" but we have often observed this behavior of spawning aggregations in 60-75 feet on the area outside of the North (Ventura side) of the middle Anacapa islet.
