I've rented tanks there, no problem. Not sure about weights but there are a couple of full service dive shops about a quarter mile away in town that will rent or sell you anything you need.
The Catalina Express dock area has a baggage "check-in" service that costs a few bucks - I haven't had any problems leaving my gear there. The lockers are a bit small for full dive bags.
You might also consider going out on the King Neptune or ScubaCat. I know the ScubaCat will go out for a 2 or 3 tanker with just a few divers and they provide tanks/weights on the boat. I'm sure some of the locals will elaborate...
