So, if someone happened to be lobster hunting 3 1/4 miles out - they could do it without a CA license or without following the CA F&G laws?

CA doesn't make the 3 1/4 mile laws, they just enforce them?

Who makes the laws that include 3 1/4 miles? Congress?
