That's an underwater spy camera. I heard the DFG started using them in so-cal to find lobster poachers, but this one might be for more nefarious purposes. It starts recording when it hear's bubbles, to properly disable you might want to freedive down to it. Didn't you notice it rotated towards you no matter which direction you swam at it from???
