I've never seen more than a couple of fishermen along this part of the coast and most only had a couple of rockfish or perch in their possession. Many were native Americans fishing the surf. I seriously doubt if they took 1.3 metric tons collectively.

What is the breeding season of these fish? What's a sustainable fishery? Does anyone know? Why target recreational fishermen? Why just slap the wrists of poachers?

Too broad a closure with too many unanswered questions.
