I have many times been on dive boats that move in and out of MLPA areas. A special point is made of "hunting is OK here" and "this is a protected area so no taking of anything at this site". It has always looked to me like everyone cooperates with the restrictions in the restricted areas.

F&G either looks like they are out trying to make a point of some sort lately, or, there is a new hire somewhere who hasn't read the rule book. I don't stay up on all the laws since all I generally take out of the ocean are pictures and those little itty bitty skeleton shrimp that sometimes stick to my dive gear.
If microscopic ocean creatures stick to dive gear do you need a fishing permit with ocean enhancement? Geeze......
