A thousand dollar ticket is pretty harsh but having your gear quarantined is reasonable in the big picture. Quagga Mussels are dangerous invasive species that have caused millions of dollars in damage as well as extensive altering of ecosystems in lakes and waterways across the country. They've been able to do this because they've been transported cross-country, lake by lake, by people who didn't clean their bilges or dive gear well enough. The state takes this threat seriously and despite extensive efforts, these mussels have been discovered in lakes in San Diego and Ventura County, threatening valuable economies and fisheries.
