All three of the California Resources Codes State Marine Reserve, 36700(a), State Marine Park 36700(b), State Marine Conservation Area 36700(c) state:

“…it is unlawful to injure, damage, take or possess any living, geological or cultural marine resource…”

Note the inclusion of the word “possess,” which makes it a violation to have a “marine resource,” even if you are transiting a Reserve, Park, or Conservation area.

It is interesting that the following Channel Islands MPAs Detailed Descriptions provided by the CA DFG omits the term “possess.”
