You can launch from Dana landing and Vacation Island in Mission Bay, or Shelter Island in San Diego bay, all are free. If you leave from Mission bay you can head south to Point Loma, North to LaJolla or straight out to the wrecks.

Conditions in the kelp beds are usually much better than Palo Verde, part of the reason is that you can be a mile offshore and still be in only 40 feet of water. This greatly reduces the effects of the surf hitting the shoreline and stirring up the muck.
