I have asked this question to the folks at Lowes, access to the point will be restored when the hotel opens, but probably not before then. There will be a trail (sidewalk) to an overlook and from there they will allow access to the water.

As Divebum Don points out, for now the site is under construction and per California Coastal Commission rules, access must be granted if it can be done safely, with limited closures due to construction. At present they are completing the road down to the cobble beach and so it is restricted, but not closed. I also fully understand the actual practice is often not what Lowes says is suppose to happen.
