Living in NorCal, with homes both on the SF Bay in Sausalito and Muir Beach, just outside the Golden Gate -- the CCC doesn't give a good god damn. People just bring in rip-rap and whatever hard landscape they want and dump it. They ask forgiveness after, if they get caught, or just claim it was like that when they moved in.

One day I came home and found 2 huge barges loaded with rocks anchored off my backdoor. A neighboring condo complex decided their foundation was at risk of erosion and just dumped a few tons of rock on it. The BCDC and CCC could have cared less. Told the complaining neighbors and city to buzz off.
