Well, if they place the valve underwater before attaching the whip and filling the tank with that fine water mist, then, yes, it can contaminate the tank. (Maybe that's why Dale had to get his tumbled.) But if they were at all serious, I'd look for another store ... and fast.

As for water cooling, it may speed the cooling process slightly, as water is a better conductor of heat than air, but the tank is about a half inch of steel or aluminum and it will take some time to cool anyway. The key is to slowly fill and then allow the tank to cool before a top it off if you really want that extra 200 - 300 psi.
