Finding: Tank contains the energy in 300 grams of TNT. A normal hand grenade has about 150 grams. (Two hand grenadres of power)

Maybe concrete shrapnel? Teh water in a typical cooling tank woldn't contain all that energey released. Just hope the burst disk does its job first... and the tank isn't fatigued.
