As for participating without being in the meetings, public comments can be sent in your place and included in the public record. That's generally in every release put out. Again, the idea is to participate, talk to the stakeholders, tell them what you think. That's how you'll make a difference. You can't be shut out a process unless you make an effort to get in it.
