There is no white flag. I just haven't seen a huge community based effort to provide input.

In my case - I live in the San Bernadino/Riverside area. Many of my diving friends live out here, in Redlands, Loma Linda, Palm Springs, Thousand Palms etc. Many work in hospitals and don't have the schedules that others do, or they are away traveling on business almost more than they are local. Divers don't all live at the beach, don't all have work hours where they can go to the meetings, etc. Southern Calfornia is much more than the 10 miles of inhabited land next to the ocean.

They could offer internet forums, email groups etc. Simply posting a huge book of what is going on on the internet isn't enough. Most people - can read, absorb, and respond to about three paragraphs at a time when they are surfing the net in their spare time.
