I agree. On the Central Coast stakeholders group, there were two
clearly defined nonconsumptive divers (Jesus Ruiz and John Wolfe)
each with an alternate. There were also two consumptive diver
reps with alternates, and they certainly weren't pushing my
point of view.

On the North Central stakeholders group, there was at least one
nonconsumptive diver rep (Francesca Koe).

When the South Coast stakeholders group was announced, I pointed
out here that I didn't see a nonconsumptive diver rep.
