Be sure to follow what has been ruled by the California Supreme Court re: "Good Samaritan Acts". A letter to your State Representative would be in order, as this creates a major problem related to dive rescues / assists.

The court ruled that California law protects only MEDICAL PROFESSIONALS who attempt to care for someone in an emergency situation from civil damages, not those lacking such training that attempt to step-in and provide assistance. The lawmakers in 1980 intended to protect "only those persons who in good faith render emergency medical care at the scene of a medical emergency."

Medical care apparently does NOT apply to rescue according to the Court. It also creates a question if Red Cross (or similar) CPR / AED agency training would protect someone who is not a medical professional.
