There are no "preserves" in the state Marine Protected Areas.

"State Marine Reserves" are "no take, period".
There are also "State Marine Conservation Areas" (allowed take
varies), and "State Marine Parks" (allowed take varies, but no
commercial take")

However, no formal action has been taken on the North Central
Coast Region MPAs. That action is expected to be taken in February.
At this time, there are five proposals on the table, one of which
is the preferred proposal forwarded by the Blue Ribbon Task Force.
If the Central Coast Region is any indication, the Fish and
Game Commission will tweak the preferred proposal a bit, tell
DFG to write the regulations, vote on the regs a couple of
months later, and it will go into effect about 90 days after that.

I don't see any sort of MPA at Ft. Ross, and the preferred
alternative removes the existing SMCA at Ft. Ross.
