I'm unclear on why the Department of Defense would want to make sure their live-fire areas are not included in a marine protected area. Are there scientific monitoring or enforcement-related activities that usually go on in an MPA that they are saying are incompatible with it being a live-fire area? Or is this about keeping those waters open for fishing for military personnel?
