It is a turf thing and we are going to have to live with the military use of those islands for the future. They are the sole live fire ranges available on the west coast and the navy needs Pendelton for amphib landings. In fact, there is much about the intense military presence that makes these places even better candidates to put MPA's. Who better to practice their profession by discouraging poaching? There are compatible alternatives to a total exclusion of the few reserves necessary to complete the network. This can be done right and still keep the Navy happy. And yes, EVERY time we have been fishing or diving out by Castle Rock or 9 fathom reef of the NW corner of Clemente and the Seals from the BUDS school come out on their rubber boat to run us off so they can shoot up the range they are loaded down with fishing rods. No fools they!
