Every time I dive at catalina between Long point and the isthmus there are Hoopnetters setting up all along there. And the lobster polulation has definitely suffered. There are very few legal bugs in that area. The other evening there where 6 boats setting up between the quarry and goat harbor. they are definitely making a dent on the population. the problem is not the commercial guys. Divers and commercial lobster fisherman have been taking bugs for years. The difference in population #s can only be attributed to the growing popularity of hoop netting in the last five years.
Hawaii doesn't have much enforcement, and has a sad lobster population due to that, but it is now illegal to take females, with or without eggs.. maybe that would be part of the solution here. We better do something fast!!!
