Of course, California is the ultimate nanny state - government knows best - like balancing budgets, providing roads, quality education...

so why not provide "top notch" health care?

No one on a Baywatch boat is qualified ot make this type of decision regarding a scuba diving accident. Transport to a hyperbaric medical care facility is the first order of buisness.
