Yes yes yes and yes.
The only time you need a licence is when you are activly taking abs. All other observers do not need any sort of licence or permit. In fact I don't even know of a license or permit issued for observing?
The one thing you cant do is have abs and scuba gear on the same boat. I don't know if you guys are bringing a boat but beware of that rule. Also read up on the tagging proccedures, they are very anal about where and when you tag abs.

Hey, when do you guys plan on being there? Is it going to be the weekend right after the opening day? There's a lot of really good diving around there. Some great terrain and gnarly structure. Way more than you'll ever see at OML. Not to take anything away from OML but you'll see.
Let me know when you guys are coming up. I would be thrilled to come up there and meet up with you guys and show you around and just hang out.
