Your best bet is to call around to dive stores and ask if they offer a "Discover Scuba" experience. Many do and often at no charge.

This will give your friend's daughter a chance to experience scuba safely, under the supervision of an instructor.

Even though it may seem safe to do this in a backyard pool, there's a chance for something to go wrong, especially if she feels claustrophobic, panics and bolts for the surface holding her breath. If you look at the downside, I think you'd agree that the risk outweighs the convenience.
