I believe you, although usually it's the Mac drivers at issue. Every IRDA adapter I've used (4 of them, all different makes) have used the built-in Windows driver stack, not OEM drivers, and all have worked fine.

I've avoided Vista like the plague, though, so I can't speak to that. But I'd be surprised if Windows' own IRDA driver stack was that different.
