suit against cold

I catch and feel cold very easily. When everyone wears short sleeve I have to wear sweat shirt.

I understand that the water in Southern Cal is rather cool even in the summer, about 60F.

What kind of a suit is best? I suppose one does not wear any thing under the suit.
