MLPA = Marine Life Protection Act, the enabling legislation.
MPA = Marine Protected Area, a place where the critters are
protected to one extent or another.

If divers are charged, fishers should be charged to fish in the
MPAs where some fishing is still allowed.

The fishing revenue would be lost anyway when there weren't any
fish left. And the MPAs will restock the unprotected areas.
