...but why do most of the offenders all have Vietnamese, Laosian, or Cambodian last names?
What is the mechanism that drives these people to commit these crimes. Do they not see them as crimes. Do they think our laws do not apply to them. Are they so obsessed with poaching abs that they absolutely cannot help themselves. It almost seems like some sort of mental illness with them.

Realistically, shooting them, tieing them up to a rock at low tide, Farallones, all sounds funny, but the real;ity is none of this torture and execution would ever happen and I'm hoping you understand that.

Stiffer jail sentences most likely would never happen either. The stae is broke and there's talk of letting many light offenders free.

I think a hard labor camp would be the best thing. Ten years of hard physical labor doing odd jobs that the state needs done.
Make them produce. Make them do the jobs that supposedly Americans won't do. A ten tear sentence would be good. That way they are being watched for that span and they won't be able to poach.
