Just athought on your last post.
Most of the dive boat owners do not need another5 taz write off. In fact most that I know barley eek out a living compared to most of the passengers they carry. There are a few exceptions tos ex. Truth Aquatics, Peace, Horizon and probably a few more.

To put this simply I think the boat owners just want to donate their time without any BS or politics
