Well, why don't you charter the boat then sell the spots, then you can be in the charter business. Anybody can do this.

Or, you could just get a boat and then see what a bargain it is to have your own personal boat. You can go anywhere, anytime, no dive shops, no annoying charter fees or mark ups, you can pick your own lunch, and you can pick your own people you want to dive with.
