You can only figure out current levels and base your management on those. That seems to be too hard to consider for a lot of folks. I don't think we really disagree on all this stuff btw. I just think people need to look at it from a more objective perspective and leave some of the emotion out of it. Good management is really about making the ocean the way we want to make it look. I think propaganda and conspiracy theories just get in the way.
