That is the point Chris, that you can't realy understand because you are not a freediver diving the north coast. If you were, you would not need need stats or figures to figure it out. Figures lie and liars figure. But if you actually dive these areas often enough you will know, without equivocation, the abs are there, out of reach of most freedivers, yes 95% of freedivers.

By August , the kelp is wasting away and washing up on the beach decomposing into an Amnity horror flick of flies. This kelp should be harvested for people, not left to rot for flies.

It is the poachers getting the deep water abs. $40m wasted on an MLPA process would have funded 50 wardens for the same amount of time. WTF - our government is broken.
