They did this 5 or 6 years ago. We were keeping records of the life at Whites Point at the time and watched to see if it seemed to make a difference in the diving conditions or the marine life. Nothing was noticed to change at least in a few months following the re-covering. About a year later Paul Meister did get a nice grove of human planted kelp growing - kelp in the area had been sparse. However I do not know if it had anything to do with the "re-covering" or not, may have been other factors entirely.
